Can I repair loose brick steps?

This Ipswich family has a set of brick front steps. The treads were built with bricks that were installed on their edges. Over the years, an extensive amount of grout/mortar that was between the bricks washed away during rainstorms or as a result of deicing salts. The repair has been on the homeowners' to do list but it had not been a high priority until the bricks started breaking and moving. At the end of last year, the client found the steps too dangerous and contacted Artistic Landscapes. We developed a plan and removed all of the brick treads with the goal of installing new granite treads.
Unfortunately, we found the base materials and structure of the steps had deteriorated and needed to be replaced. At that point, we removed all of the old concrete blocks and mortar (the mortar looked like powder as it had broken down to the point that it was not structural). We built new steps with concrete blocks and stone veneer. The stone veneer was used on the risers of each step while solid pieces of granite were used for the treads.
